missing libraries? compiler is too old?

I am trying to compile a very simple program, and basically  re-learn the compiler after a long time I haven't used it.

When I try to do a build I get the following error message:

Make:
 *** Error code 256 from f95
Unable to find cpp.
Unable to find as.
Unable to find cc.
Unable to find ar.
Unable to find ranlib.
One or more of the tools needed by this compiler are missing.
Make sure you have installed the Xcode Tools.  Xcode can be
obtained from the Apple web site <www.apple.com>.

If everything is installed, please check your path, it should include
/bin and /usr/bin.
Build interrupted



I'm almost sure I have Xcode correctly installed, so my questions are:
- How do I check my path?
- If it doesn't include /bin and /usr/bin, how do I add them through the GUI (I don't know how to use the terminal)?

I am running this on a MacBook Pro with OS X 10.6.7, Xcode 3.1, Absoft 10.1, and Absoft Tools 1.0.2.  Is this combination too old for my present computer?

I will answer my own question.  Installing Xcode 3.2.4 solved the problem.
